What Does Random Welts On Legs And Lower Back On A Child Indicate?

My almost 2 year old daughter has been getting one, two, sometimes three random welts on her legs and lower back. Cant br bug bites because they happen at my house and her grandparents house. And they only last maybe a few minutes or hours. What could be causing this? The welts are sometimes square and sometimes long and about a half inch thick.
