What Does Razor Burn Like Itchy, Spreading Wound On Pubic Area Suggest?

Hello, I am 25 and 2 weeks ago I thought I got razor burn in my pubic area. This happen occasionally when I shave but it has got worse and has spread. Can razor burn spread? It has been getting worse over 2 weeks and has not gotten any better I have used cortozone and it helps the itching but it does not seem to be getting better. A few days ago I also started to develop a rash on my chest that is also itchy. What could it be and do i need to get medicine?
