What Does Recurring Rash On Leg Indicate?

I have a spot on my leg that appeared about 9 years ago. It was about the size of a pea. I thought it was ring worm but my doctor said it wasn't and suggested putting steroid cream on it. Needless to say it never helped. It has grown to the size of a quarter over the last 9 years with jagged edges. It looks like a scar. I remember 20+ years ago I cut my leg right there. Can scars reappear after years and years of being so faded that they weren't noticeable?
