What Does Recurring Rashes In Children Suggest?

On a 2 yr old child there was a single circular rash that appears in a light red ring that is discolored or pale in the middle. The area in or around it is not dry, oily, or cracked. After it disappeared, a few hours later it re-apeared on two different parts on her body.
