What Does Red Blisters On The Penile Shaft Indicate?

I have been with my wife for a year now and we have regular unprotected sex. Both of us have been tested in the last 2 years. All of a sudden I get a cluster of red blisters along my shaft where the folds of my foreskin are. Could it be a result of anything other than herpes?
