What Does Red Mark On Penis Mean?

I have a reoccuring red mark on the shaft of my penis. It comes and goes for the past few years, now. Sometimes it can scab up, dry out, or get flaky. It's small, round, and occasionally it is accompanied with other red spots around it. It's embarassing, and I'd like to know how to take care of it. Any help would be greatly appreciated. Thank you.
