What Does Red Rash All Over Face Indicate?

Hello, my mom has a very red rash on both her cheeks, forehead, around eyes and lids for over a month. She also has a large brown pimple on her forehead that hasn t changed in over one month. The rash is bubbly, itchy and very dry. A clinic doctor gave her a prescription for Hydrocortisone Acetate 2%. This has not improved any of the above symptoms, in fact it is making it more dry and itchy. She is a healthy 84 years. Her regular GP is sending a referral to a dermatologist which will take up to another 2 months for an appointment. Do you have any information that would help reduce the symptoms listed above.
