What Does Red Rash On Arm Indicate?

i noticed a red place on my arm today that is the size of a pencil eraser. I can feel anything or it doesn t seem swelled or sore. Just wondering if it is anything to worry about. At first sight, I thought it was smeared dried blood but after trying to wash it off, I found that it wasn t blood.
