What Does Red Tiny Dots On Penis Imply?

I been getting a lot of red tiny dots on the shaft of my penius and also under the shaft where the skin covers it . I also have some white ones that have been on the shaft for a while and they never go away I went to see a doctor but they said it was normal and for the past couple of days I been burning very little around my penius but the doctor says I'm clean can u help me.
