What Does Small Lump At The Base Of Penis Suggest?

I recently noticed a small lump at the base of my penis on the underside. I have been reading, trying to figure out what it could be, and everything I ve read points to lymphocele except everyone seems to only get the lumps just below the head. Does it only occur at the head or can the lumps also appear in other places?
