What Does The HCG Level 0.1 At 4 Weeks From LMP For Pregnancy Indicate?

My serum hcg level is 0.1 at 4 weeks from LMP. I sit possible that I am still pregnant as I still have all the pregnancy symptoms like back ache, cramps, breast soreness, leg pain, nausea and head ache. I also has spotting a day before the blood test. will that cause the negative HCG test? Thanks
