What Does The Presence Of Blood In Urine Indicate?

Went to urologist after a cople of days of heavy blood in urine. CT scan clear--no stones. Cistology showed no tumors, but there were red patches in the bladder. Doctor sent out FISH test. Are these patches ever anything but cancer? He said he would do biopsy if FISH came back negative. Am I looking at probably bladder cancer.
