What Does This BP Value Indicate During Pregnancy?

Hello... I had pre-e with my 1st son starting at 32 weeks till I delivered at 35 weeks...my normal blood pressure is 110/60...I am currently 28 weeks pregnant with my 2nd son & my blood pressure is now 128/78...is it considered a high blood pressure?!?
