What Does This TSH Level In Blood Indicate?

I have a family history of Graves' disease and I have been on synthroid since I was 18 and am now 57. My tsh was 0.3 last check e months ago and with a decrease in meds it is now 3.0, does my dose seem right. I am having symptoms I haven't had before like coldness skin and nail dryness and hair loss. I am going to a new dr. As my old one wasn't competent.
