What Does This USG Report Of An Infant Suggest?

Doctor, my little son of 7 month age, USG of "evalution of left inguino- scrotal region" reprt says - 1) The left scrotal sac is empty & hypoplastic. 2) Left processus vaginals is patent. 3) An irregular hypoechoic lesion measuring 1.2 cm x 0.4 cm is seen at the root of scrotum- ? hypoplastic testis.

Kindly suggest what to do? If surgery is the only option, then what is the risk factor?
