What Does This Result From Ultrasound Indicate?

Hi I am currently 27 weeks pregnant did an ultrasound on the 17th of January and have that fetus is on breech presentation, with a cardiac frequency of 155 beats per minute. Umbilical cord is normal and is observed around the fetal neck. Placenta is anterior fundal, grade II. Fetal measurements:BPD = 64.4 mm,HC= 240.5 mm,AC= 211.4 mm,FL = 49.0 mm ,just want to know what all this means and if I would have to do a c-section with the cord around the neck and the breech position,Thanks
