What Does This Ultrasound Scan Report Mean?

hi i have one question . i am pregnant with 7 weeks and noticed a bleeding and they did a ultra sound and said it was gestational sac and small in size and my blood test results were hcg 4232 and progestorne level 2.6 what does that mean ?Does it mean miscarriage?
