What Is The Bubble Like Thing Above The Cut Wound Of The Finger?

Hi, my cousin doing dishes and a coffee cup broke and now has a fair size cut on her pinky finger and it has now closed but there is still a huge bubble type thing on her finger over the cut....i am just wondering if this is anything she should go get looked at or if she should just leave it and let it heal the way it is?
