What Is The Bump With Black Dots On My Neck?

hi , i'm a 24 year old female and i got a little flash colored bump with a small black dots .it appeared on my neck about one week ago , and it was itching for about 2 weeks . do you have any idea what could it be, or i should go and see a doctor right away
