What Is The Dry Bump On The Penis?

Found a bump on my penis almost two weeks ago, it hasn't gotten bigger and hasn't gone away, either. I have been checking myself for new developments, and I think I may have found another bump and some of th skin on penis near the original bump looks a little dry (not like any of the hpv pictures i've seen. I just want to know how long it takes before something would actually show up as a wart or what I should be looking for
