What Is The Purple/brownish Bruise On The Left Side During Diabetes?

hie my father has diabetic and he dosent really look after it and he also has high coletrol and he sufferiing from very bad deppersion and is taking a lot of sleeping tablets now a puprple blushish brown coulour is after developing on his left side what could it be i tryed bringing him to the doc but he just wont go
