What Is The Small Blister On My Lip?

Yesterday my lips felt very dry and irritated so I kept putting on chapstick. Today, I wake up and my lower lip is swollen with what appears to be a very small water blister within the tissue of the outer lip (not the inner wet soft tissue). This has happened before and I seem to always have dry lips as I am slightly prone to dehydration. Any thoughts?
