What Is The Swelling In Base Of My Penis When Erect?

I have a swelling at the left base of the penis that also runs part way around the top at the base... it it not hard and only appears when I am erect... it causes the penis to tilt left which it does not normally do.... it does not look like a vein, just a swelling but who knows?
