What Is The Treatment For Excessive Facial Hair?

I'm a 17 year old female, I have A LOT of hair on my face. More than most guys my age even. I've tried bleaching, shaving, hair removing creams, waxing, tweezing, you name it... but it all come back within a week or two. And it's coming in thicker and darker. Laser Hair Removal seems to be my only option that's safe and permanent, but it's too expensive. Any thoughts on why I'm so hairy and if there's something I can do to get ride of it cheap, effectively, and permanently?
