What Is The Treatment For Itchy Patches On The Ears?

I have a flat, dry, sometimes itchy, scaly patches on my ears which extends on one side of my face. The skin on the affected side appears to have less pigmentation. These areas peel and have an altered sensation. This appeared last summer and has not gone away despite changing out soaps, shampoos, moisturizers, etc...... Any ideas?
