What Is The Treatment For Itchy Red Spots In The Calf?

from mid calf down I have tenderness, dark red hot, sometimes blotches, itches. pain is excruciating. face had rash across face. along hair line gets red and itchy.Mystery is that it is only from mid calf down. Foot gets very tender also. This is on both legs and feet. Help!
