What Is The Treatment For Kidney And Upper Thigh Infection?

My son is in e.r with kidney infection, infection on upper thigh. He was taken there with symptoms of heat exhaustion and dehydration. As far as the leg goes, I suspect he may doing ilicit drugs. Am I over reacting does infection spread in this way at times?
