What Is The Treatment For Skin Rash?

Hi my friend's 3 week old baby has had a rash (mostly on his face) for about 5 days and it has been worsening. We checked with various doctors and they said it is an allergic reaction to something in the breast milk. Today, one of the baby's hands has also swollen up. Please can you help to advise what this could possibly be? Thanks
