What Is The Wet Discharge From The Skin Tag On Penis?

I just got what was believed to be a skin tag removed from the base of my penis shaft. It had a tiny narrow stock to it, but when I squeezed it before it was removed some sort of wetness came from it. It was invisible but moist. Do blisters have tiny, narrow stalks?
