What Is The White/reddish Thick Skin Developed Around The Genitals?

well i think i have hpv warts since on the side of my Gentile's it a whitish reddish thick skin building up and started of 2 moths ago after i had oral sex . It used to be just a white small thick skin but now it has gone much bigger and reddish and seems like if looks like a cauliflower . Do i have hpv ?
