What Makes My Navel Flaky And Crumbly Every Winter?

Every winter my (inside) belly button goes flaky and crumbly. My doctor had said it was eczema so I used Oilatum cream to treat it but it doesn't work? Is this yeast infection or am I doing something wrong? Every time I have a bath I use a cotton bud/Q-tip to clean out the inside of my belly button before adding the cream but its never worked and only once spring/summer arrives its gone.
