What Mucus Control Procedure Is Advisable For Infants?

Hello....I am a childcare provider and care for mixed ages birth to 5. We have been battling snot for weeks. The older kids can contain their slime better than the under twos and wash their hands etc. My question is this....what kind of snot control is safe for babies 14 months and 18 months...both about the same size. The mucus is draining non-stop and causing them to cough constantly. Also they snot on every surface imaginable....carpets, me, pillows, toys and sometimes cough so hard they vomit up mucus. I am using approved sanitation methods and cannot get moms to take these kids to the dr.
