What Underlying Issue May Lead To Severe Headaches?

My name is Goutham. My younger sister is 13 years old and is studying in 9th std in Mangalore. She complains of frequent headaches. We showed her to a eye specialist in Surathkal (a place in Mangalore) and after diagnosis he said that there is nothing wrong with her eye. He prescribed some eye drops which didn' t help.
Can you please advise whether to consult a ENT specialist or a neurologist?
