What Would Be A Normal Oxygen Level For A Person

What would be a normal oxygen level for a person age 103. Has not been diagnosed with COPD but is on oxygen in nursing home. They take it off when she goes to eat and I have checked it and it goes down to 87 and stays there pretty much. Is the a safe level for her?
She has been having tia's pretty regularly for the last 3 mos.
