When I Poop It Hurts To Come Out And There

When I poop it hurts to come out and there is blood on the poop and some in the toliet water. It's bright red.
Its been hurting ever since I went into labor 9 weeks ago but just started bleeding 4 days ago.
Could this be a hemmoriod?
If so how can it be treated.
