When I Was Younger, I Used Clippers To Cut At

When i was younger, I used clippers to cut at a callous on the back of my foot near my toes. Some years down the road, the skin had hardened a little bit but the skin grows back but its not attached to my foot but hurts when i try to peel it off. How can I remedy it so it doesn't grow back repeatedly like this?
