When Purchasing New BD Insulin Syringes There Is Always Space

When purchasing new BD insulin syringes there is always space at the and of the plunger. I recently purchased a larger quantity (100 syringes), and the plunger was completely depressed on every single syringe. I'm curious if this is a red flag, or something that has no bearing on sterility of the syringe.
