When Should I Go ER With High Blood Pressure? Yesterday

When should I go ER with high blood pressure? Yesterday My blood pressure was 150/130 but I was upset when I was taking it. Once I tried it again it kind of went down to 145/111 pulse 120 and kind of stay there for awhile. I was not feeling well, felt weak, dizzy and nauseous, but I felt better after couple of hours. Was it because I was upset or I should of go see dr. I know my pressure usually tend to be on the higher end when I'm stressing. I did do a heart stress test recently and everything was ok.
