Why Am I Unable To Pull Foreskin If Penis Fully?

im 20 years old,all my friends of my simialr age have their outer skin of the penis has just moved till the crown tip by forcefull pulling,it is paining my wits out trying to pull it any further.what am i to do since this problem is taking a major part of my attention?
