Why Do I Get Shocked From Everything? I Can Be

Why do I get shocked from everything? I can be standing on linoleum and touch something plastic and get shocked. Wood? Yes. Metal yes. I can also feel the "charge" my cell phone puts out. Is it related to the fact that all metal turns my fingers black? Some shocks are really painful. Especially the ones that go through my fingernails
