Why Do I Have Bumps And Dryness In Lips?

The inside of my bottom lip feels bumpy and dry. If my mouth is closed for more than 30 seconds it feels like my lip is stuck to my teeth. My tounge feels weird too, but i can't describe it. A few weeks ago my tounge had lots of white bumps on it. They went away, but my mouth never returned to normal. I am 28, and never smoked.
