Why Do My Lips Turn White, Peel Off, And Itch When In Contact With Fluids?

Hi, I have lip issue, My lips are getting peeled off and turning white and getting peeled off when contacting with fluids like water,drinks etc and it was very itchy and uncomfortable please give me better suggestion and I have consulted many dermatologists but no use till now
