Why Do Some People In Bangladesh Seem To Develop Mental Illness Symptoms In Winter But Appear Normal In Summer?

Can you tell me whats wrong with some people in Bangladesh, Because I remember a while back my mother talked about a few uncles I have who become crazy during the winter like they have a mental illness or something but they are normal during the summer. Can you explain this so I can possibly get help for them.
