Why Does An Elbow Bursa Keep Filling Up After 2

Why does an elbow bursa keep filling up after 2 drainings? I used elastic bandage on site as per my doctor's instructions, but even w/that it started filling up again after 1 week. Now pinkie & little finger of that hand are w/constant mildpins & needles sensation if hand is lowered. When hand is raised to elbow height or higher, numbness disappears. This started within last month-6 weeks w/no recent injuryy of injury for 64 yr old female
