Why Does Hair Grow On The Pimples Like Bump On Me?

I sweat so much all over esp my genitals, since I was 13 I always got pimple like bumps sometimes tiny or sometimes big sonetimes they bust on their own or they go down, and then heal. sometimes I see hair coming through the bumps and other times hair dont grow back where the bump was. Is this normal?
