Why Is A Stringy Skin Attached To The Penis?

hi i am writing this on behalf of my boyfriend. during intercourse we think his frenulum may have snapped, however we are not sure because there was no bleeding or pain. the reason we think this is because he had a piece of stringy skin attatched to the tip of his penis. what could be the problem as this wasn't there before?
