Why Is My Foreskin Rigid & Itching?

Hello Doctor, I am 29 Male, still not yet married. I am a Diabetic patient. Earlier i used to pull back my foreskin. Now a days its very difficult to pull back. Is this normal for Diabetic people, can we cure it withouout Circumses. Even i am getting itching problems. Please help me in solving this
