Why Is My Penis And Scrotum Suddenly Dry And Peeling?

I woke up and my penis was extremely dry. It was completely normal a few hours prior. It started peeling the following day including the head of my penis. Now my scrotum is having the same problem. I tried washing and using lotion to try and get it back to normal.
