Why Is My Penis Small?

i have used penies enlargement for the past 7 years but still my penies is still not growing in length and with,so last year i circumised and used another enlargement pills but still my peniesis still small like 4 year old kid when flaccid,i m 28 years of age.i thought prenulum could be the reason,is it?how good or bad it be to remove it?
