Why Is My Scalp Severely Itchy, Flaky And Red Apart From The Sensation Extends To My Eyes, Eyebrows And The Back Of My Ears?

My scalp is severely itchy, flaking and red. This condition extends onto the backs of my ears, around my eyes and even into my eyebrows. My arms periodically break out in bumpy, itchy rashes. I have a circle of hive-like bumps around my neck about at the collar line.
